Hood River Valley Parks and Recreation District Aquatic Center Capital Project
The Hood River Valley Parks and Recreation District ("District") is soliciting Statements of Qualifications (SOQs) from qualified Progressive Design-Build teams interested in providing design and construction services for the District's Aquatic Center Capital Project.
In May 2026, District voters approved a General Obligation Bond to support development of a new community aquatic center. The District seeks to procure a qualified Progressive Design-Build Team to partner with the District and its Owner's Representative, Wenaha Group, throughout validation, design, preconstruction, and construction of this important community project.
The Project will replace the District's aging aquatic center and provide a modern aquatic facility designed to serve recreational, instructional, therapeutic, competitive, and community aquatic needs for current and future generations. The District seeks a Design-Build Team that can help deliver a high-quality aquatic center that:
Serves community aquatic and recreation needs.
Maximizes value within the available budget.
Supports long-term operational efficiency and sustainability.
Minimizes impacts to community aquatic services during implementation.
Reflects the District's commitment to transparency, collaboration, and stewardship of public funds.
The District encourages qualified teams with experience in aquatic facilities, natatoriums, recreation centers, and Progressive Design-Build delivery to respond.
Procurement Process
The District will utilize a two-stage Progressive Design-Build procurement process:
Stage 1 – Request for Qualifications (RFQ): Qualified Design-Build Teams will submit Statements of Qualifications demonstrating experience, qualifications, key personnel, and relevant project experience. The District intends to shortlist the most qualified teams to advance to the next stage.
Stage 2 – Request for Proposals (RFP): Shortlisted teams will participate in a competitive proposal process that is anticipated to include Confidential Individual Meetings, Technical Proposals, and Price Proposals. Following evaluation of proposals, the District intends to select the highest-ranked Design-Build Team and enter into negotiations for a Progressive Design-Build Agreement.

Submission Requirements
Statements of Qualifications must be submitted electronically in accordance with the requirements identified in the RFQ. Late submissions will not be accepted.
