Background: In 1908, a privately owned railroad connected Parkdale, Oregon, to the Union Pacific line, making it the community center. Kate and Jack Mills purchased the railroad and the 4-acre Parkdale property, located at the intersection of Baseline Drive and Clear Creek Road, in the 1970s. They developed and maintained the park for community enjoyment for years. Recently, their son, Michael Mills, inherited the property and offered to sell it to HRVPRD for $1.1 million, 20% below the appraised value, honoring his parents' wish for the community to share this space. HRVPRD secured an option agreement to explore funding opportunities.

In 2025, HRVPRD was awarded an $846,780 acquisition grant through the Oregon Parks & Recreation Department’s Local Government Grant Program to purchase the land so that it could remain a park for public use. The remaining balance was paid through System Development Charges (SDCs) funds. SDCs are one-time fees that are paid for new construction projects at the time of permitting. Those fees have been collected and saved over time and help cover a portion of the costs for new park projects just like this one.


The park is available to the public for free drop-in use, first-come, first-served.
