Hood River Valley Parks & Recreation District Announces Updated System Development Charges Effective July 1, 2026

The Hood River Valley Parks and Recreation District has announced updated System Development Charges (SDCs) that will take effect on July 1, 2026. These updates support the District’s long‑term commitment to expanding parks, trails, and recreation opportunities in response to community needs.

Why the Update?

SDCs help fund the capital facilities required to serve a growing population. These fees apply to new residential development—including single‑family homes, manufactured homes, duplexes, townhouses, accessory dwelling units, and condominiums—and ensure that new growth contributes to the expansion of parks, trails, and open spaces.

The District’s Master Plan, shaped by extensive community input, identifies several top priorities:

  • Expanding a District‑wide trail system

  • Improving existing parks and increasing capacity and safety

  • Partnering with local entities to enhance sports fields and recreation access

New SDC Rates (Effective July 1, 2026)

The updated rates will apply throughout Hood River County, excluding Cascade Locks, and will be collected by City and County offices alongside other building permit fees.

  • Single‑Family Dwellings: $7,693

  • Multi‑Family Units: $5,423

  • Lodging Units: $2,781

  • Farm Worker Units: $3,149

A Long‑Term Funding Tool

The Parks District first implemented SDCs within the City Urban Growth Area in 1994. Rates and methodologies were updated in 1998, 2005, and 2017 to reflect rising costs and evolving facility needs. The 2026 update continues this effort to ensure sustainable funding for parks and recreation infrastructure.
