Working in cooperation with the City, the District is working on improving playground equipment at a number of city parks. Culbertson Park, located in the Pacific Heights subdivision, was completed in 2003 and open space is provided in the Hazelview subdivision located at 1711 Heritage Loop.

Culbertson Park is located in the Pacific Heights subdivision. The park is named after Jack Culbertson, a long time resident of the Hood River Valley. He and wife Dorothy have become the neighborhood 'grandparents' of Pacific Heights. Jack Culbertson was a WWII POW and served his country from June 3, 1943 to January 1, 1946 in the Army Air Force. Naming this park after the Culbertson family recognizes and honors those that have helped to keep America free and safe and allow us to enjoy the wonderful quality of life that we have.
