District Request for Proposals

The District is soliciting proposals from qualified individuals and companies to provide financing consulting services to the District in connection with the establishment and assessment of system development charges (“SDCs”). SDCs are fees that are collected when new development occurs in the District and these fees are ultimately used to fund the cost of parks and recreation infrastructure needed to serve that new development or increases in the use of real property within the District.  The District has determined that these fees are necessary to provide adequate funding for growth-related capital improvements vital to maintaining the District’s parks and related services.  (Reference: ORS 223.297 to 223.314)
